The Sibley Commission was an idea of Griffin Bell, which stated that local school systems were allowed to decide whether they would act by a probable court order to integrate public schools or if they would close them.
Negative Effects

Although the Sibley Commission helped to prevent the violence that accompanied desegregation in other Deep South states, it also provided tactics that local school boards could use to slow down the desegregation process
Positive Effects
Ernest Vandiver's bill that repealed all the laws that cut off funds for universities was passed, thus adopting the commission and desegregating the Atlanta school system
