There weren't any innovative systems or resources that were put in place towards this impact. The government and builders of the houses are responsible for this because they decided to use poor and cheap materials and did not try to reinforce the buildings what so ever. To prevent damage to infrastructure next time they can use stronger materials and try to reinforce the buildings. If they managed to do that I'm sure the death count would be much lower.

There weren't any systems in place to respond to this earthquake. After this massive loss im sure they would spend more money and time on trying to make house more secure and adding more safety features in case this happens again.

The government and the citizen were the people who were affected by this. The economic loss represents money going into the wrong place. The citizen pay taxes to build roads hospitals. But almost no money goes in reinforcing buildings. That is why there economic loss is so big.
The stake holders which were involved in recovery where the government and the builders. The government has to spend extra money and resources trying to set up medical tents. And to send medicine and doctors too help injured patients. Government and builders have to sent up even more tents because most house were affected by the earthquake and probably had collapsed already.
