When
The tsunami waves arrived Chile around 15 minutes after the earthquake occured. They were travelling at around 725 km per hour across the pacific ocean. They reached California, Hawaii and Japan a few hours later.
The earthquake occurred on Tuesday, 3:34 am local Chile time, February 27th, 2010.

How?
The earthquake was caused by the subduction of the oceanic Nazca Plate and the continental South American Plate, which move around 80mm in a year.
According to wsspc.org, the stretch of the fault was around 62 miles wide and 310 miles in length.

The earthquake had a magnitude of 8.8 according to the richter scale.
The earthquake occured at around 10 km below the seabed, on the plate boundary of the Peru-Chile Trench.
