More than 200 million people live in Pakistan (CIA, 2016); 35% of the population live under the poverty line (Daily Times, 2018). It is estimated that there are roughly 20 million people lacking adequate housing, with the majority living in slums and other forms of temporary housing (Al Arabiya, 2018).
Types of homelessness
Rough sleeping
Rough sleeping is the most visible form of homelessness, and when most people think of a homeless person they tend to think of someone sleeping rough on the streets.
Many people who sleep rough will suffer from multiple health conditions, such as mental health problems and drug misuse they are also in greater danger of violence than the general population.
Statutory homelessness
Local authorities have a duty to secure a home for some groups of people. This is often referred to as the main homelessness duty. Every year, tens of thousands of people apply to their local authority for homelessness assistance.
Hidden homelessness
Many people who are not entitled to help with housing, or who don’t even approach their councils for help, aren’t counted in the official statistics. Many stay in hostels, squats or B&Bs, in overcrowded accommodation or ‘concealed' housing, such as the floors or sofas of friends and family.

How to measure homelessness?
One of the most common ways to measure homelessness is through so-called ‘point-in-time’ counts of people who are sleeping in shelters or on the streets. These are figures that are intended to reflect the number of people who are homeless ‘on any given night’.
How common is homelessness in RICH countries?
The Punjab government has started installing tents to accommodate homeless people until proper Panah Gahs (shelters) are constructed.
Prime Minister Imran Khan laid the foundation for the first of five shelters for the homeless in Lahore and one in Rawalpindi earlier in November. In a tweet, he had said the government is “committed to building a social net for our poor citizens so everyone has a shelter over their head”.
As we have already mentioned, there is no internationally agreed definition of homelessness, and there are no standardized instruments for measuring homelessness
