If student is still struggling or falling further behind after second level (RTI Tier 2) interventions have been tried, I would speak with learning support teachers and arrange a Student Services meeting with counselors, teachers, deputy principal, learning support, and parents

If student is still not progressing academically (as measured by AIMSWEB scores or teacher observation or class assessments) after in-classroom interventions, it's time to bring in Learning Support
Parents would be informed of their child's struggle with X or Y concepts/areas via email or phone call or conference before learning support referral is made
