Developing countries are increasingly questioning international rules and standards, by entering the global economy, it is difficult to accept the insistence of industrialized countries in power and give priority to their interests. The challenge also comes from civil society, which sees the international government system as the real seat of power and rejects its principles and procedures. Although these two lines of criticism often contrast faith and purpose, they are known to unite against the hegemony of developed countries and major institutions, as it symbols the failure of the WTO Ministerial Conference 1999.
