As a result, it is rare that a grown adult is randomly suspected as a Wither
Why does the Court hate Withers?

P3: It is almost impossible to kill Wither without certain items or tools, which is lacking at the time

Be it a human or onin, they are all natural threats to the system that Bloom had created for them.
