They go out of control at times and harm those around them

Most are tested and killed on sight as a baby
As a result, it is rare that a grown adult is randomly suspected as a Wither
Why does the Court hate Withers?
There are groups that believe Withers are signs from gods that humans should stop using Bloom
An anti-magic force working against the existing government
What if Wither is capable of negate all the Bloom magic?
Be it a human or onin, they are all natural threats to the system that Bloom had created for them.
