even though the PRI has created an umbrella party over the elites in the years that it has ruled Mexico has always had a surprising number of groups that have refused to cooperate. These groups have formed the basis for a lively civil society in Mexico.

In response to a rise in the power of the Jalisco New Generation Cartel's murderous activity on May 1, 2015, the Mexican government organized "Operation Jalisco".
In May of 2015, government forced killed 42 alleged members of the "CJNG" at a ranch in Michoacan, Mexico.
CJNG members vowed to get revenge for the actions of the government, and violent altercations between CJNG and competing cartel "Knights Templar" increased.
Illegal activity by the CJNG continued. By the end of 2015, there were 900 reported murders in the Jalisco region of Mexico alone
In January of 1994, the Zapatista Army of National Liberation declared war on the Mexican Government, in order to highlight the neglected interests of the indigenous people in the Chiapas region.
The Mexican government and the Zapatistas failed to reach a peaceful conclusion to negotiations in 1996, when the government refused to remove military roadblocks and guarantee the rights of Chiapas indigenous people.
Zapatista protests continued, the group continued using violent methods.
President Vincente Fox attempted to address the revolutionaries in 2000, by offering to incorporate some of the Zapatistas into the political system.
This measure failed to address the issues of indigenous inequality the Zapatistas were fighting against. The protests did not stop, and the group continued using violent methods.
over the weekend of July 8th, 2019 Amlo expressed his feelings towards the Zapatista group. He called out to them asking for unity and saying that the group has been separated for too long. He has a large amount of respect for them and thanks them for not fighting the Mexican government

In the summer of 1968, students in Mexico City staged a series of peaceful protests against the Summer Olympics, prompted by the financial burden of the event on the region.
The government responded by deploying police officers and military troops to open fire on the protesters. It is estimated that 300-400 people were killed in what became known as the "Tlatelolco Massacre".

Luis Echeverría also dramatically increased spending on social services, putting many of the young people to work in expanded anti poverty programs in the countryside and in urban slums.
Though at a high cost, citizen action was answered with government initiatives that attempted to address the issues that incited the protests, thereby increasing efficacy.
The successful articulation may also have encouraged future protests, in hopes of obtaining further government reparations.
