High-quality instruction
High-quality instruction is effective instruction provided to all students in the general education setting using research-validated practices
Depending on the available resources and their students' need, teachers may choose to provide adaptations for the identificed students as part of high-quality instruction. These adaptations may include scaffolding and reteaching content

Tier 3 Components

Frequent Monitoring
The professional providing the individualized instruction for Tier 3 should continue to monitor the progress of each student. The procedures and measures used for Tiers 1 and 2 are also used for Tier 3. It is recommended that the instructor continue to plot each student’s scores on his or her existing progress monitoring graphs.

Assessment in Tier 3
The results of the intelligence test and adaptive behavior scales indicated that Jack has average intellectual ability, ruling out intellectual disabilities (ID) as the reason for his struggles with reading. The results of the behavior checklist indicated that Jack’s behavior is within normal limits, ruling out an emotional or behavior disorder as the reason for his inadequate reading progress. The speech and language evaluation revealed no difficulties for Jack. The IEP team reviewed Mr. Johnson’s report and Jack’s progress monitoring data and determined that Jack has a learning disability and qualifies for special education services.
