1) Lombardy-Venetia, ruled by the Austrian Empire,
2) the kingdom of Sardinia, formed by Piedmont and the island of Sardinia,
3) The minor northern-central states: kingdom of Tuscany, Parma and Modena.

even if the state was created , the nation was still far from being built
