Case Studies
"Kyle" is a 1st grade ESL student with an English level well beyond his peers, but he gets bored easily and likes to disrupt the class for his own amusement. This disruption includes moving around the classroom and shouting out inappropriate things.
Tier 1 Interventions
Send him on an errand
Giving him an extra job will keep him occupied. Since he finishes early frequently, keeping him too busy to distract students could be helpful.

Behavior Contract
I feel like Kyle knows that he is at a higher level than the other students, and with a behavior contract, I believe that he will feel that he is being held to a higher standard and will strive to meet that standard.
Tier 3 Interventions
Daily Behavior Form
If the behavior contract is broken, listing the offending behaviors and incidents in a daily behavior form to send home to parents would be the next step. At that point, getting parents involved is going to be important in order to make any significant change.

"Mike" is a 2nd grade ESL student. He is struggling and well behind the rest of the class level wise. He doesn't try to complete assignments in class nor does he attempt to speak or try to understand English from the teacher. He frequently makes disruptive noises in class (loud humming, clicking, tapping things). He often harasses other students by hitting and touching them. Ideally, he would benefit from getting further evaluation from staff with special education training, but that isn't available at this school
Tier 1 Interventions
Stress Ball/Fidget
Keeping Mike occupied will hopefully keep him from harassing other students and crating an uncomfortable class atmosphere for them. Something to fidget with could be a start, though he will have to be monitored in case he tries to hit other students with it.
Positive Praise
Making sure to praise him when he follows rules and instructions could help in installing a positive feeling with Mike. Hopefully this will give him motivation to try and do a good job in class. Using a chart that accumulates stamps or stickers could be a visual motivation for him.

Breaks
One big issue Mike seems to have is teachers telling him what to do. He is almost always defiant to any authority figure giving him instructions. He can be very stubborn, so these struggles come to an impasse quickly. Giving him a break time could help him to cool down in order to avoid more conflicts with teachers.

Counselor Referral
If the other steps have failed to yield any significant results, it will be time for a counselor referral. It will not only allow for Mike to get the individual attention he needs, but also allow other students to not have his distraction in class.
