Potential problems: 1. Expensive, poorer countries cannot afford shock-proof buildings; 2. Where does the funding come from?; 3. What if there's an earthquake in the middle of constructing the buildings?
Use stronger building material
Potential problems: 1. Country cannot afford materials; 2. Materials are non-ethical and severely impact the environment; 3. the country has other issues to fund for so this project might be more time-consuming
Drill students through procedures in case of an earthquake emergency, allow students to evacuate to safer areas
