Legal rules, or statutes, are identical to non-legal ones in that they also function to govern our behaviour. Legal laws, though, are laid down by statutory law-making institutions – such as parliaments, local councils and courts – and extend to all members of society. Laws are also implemented by the police and the courts, and any person who breaks the law may be disciplined (referred to in legal terms as a penalty). These are levied by the judiciary and may include paying a fine or, for severe violations, serving a period in prison.
