The paper cites other studies and articles that show the use of recreational drugs in sports and what sports use them the most. Also cinducted a studying that showed most athletes use recreational drugs more often than preformancing drugs.
The claims are that recreational drug use should be allowed in sports if it is legal in the country that the sport is taking place in.
The counter arguments are that the athletes could go to relax on the drugs too much and become addicted.

The key idea is that some of the chemicals used in performance enhancing drugs can be harmful to the body.
The main counterargument is that you can just use the ones that aren't especially harmful and use them in moderation.

The evidence used is by telling accounts of long term steroid user and detailing how the chemical and hormones affect the body
