General Definition
Any person who is above a specified age (usually above 15)(OECD ,2019) that are not in paid employment or self-employment and are currently available for work during a certain period.(OECD,2001)
Overview
The average Unemployment rate is about 3.28% with a 2.7% recorded on the August of 2012 and 4.5% in March of 1999 (n.a,2019)
Unemployment has dropped to 3.3% from previous year from 3.4%. (n.a,2019)
The rate has hit a resistance of 3.3% and a ceiling of 3.4%. (n.a, 2019)

Long Term Effects
Declining income and consumption
The rate of consumption decreases hence companies lay off staff to maintain afloat
Money is finite and constant transactions are needed for a relatively stable economy
When lower wages are payed, lesser money will be in circulation
Average income decreases
Declining human and social capital
While growing older, the value of the person increases as skill and knowledge aquired increases.
As we age the capital of a person tends to decrease as not much effort is put in to develop or acheive better things
The lack of the opportunities or effort to further develop will decrease the value of the person and even worst the value of the society as a whole
Declining reemployment wages
Upon returning to the workforce they could have forgotten or not know the latest techniques, hence decreasing their ability to perform better
with larger scale unemployment, companies will have a larger selection of people, hence they can demand for workers with low pay
Workers leave jobs to start their own families
If it continues further, reemployment wages will drop further

Prevention
Full and more productive employment
The main objective of county’s employment policy should be to increase employment opportunities and productivity of labour
To increase employment, it is essential to increase production in agriculture and industrial sectors
More ways than job-seeker
Decentralisation of commerce central
Commerce central such as Kuala Lumpur and Johor Bahru
If industrial activities are centralised at one place, there will be less employment opportunities in the under developed areas
Education system
aims value-centred education
polishes soft skills such as leadership skill, global citizen skill, highlevel thinking skill, communication skill and problem-solving skill
Mazlee Malik had announced, two more compulsory subjects will be learnt by the graduates started from session 2019/2020. This courses are “Philosophy and current affairs” and “Ethics and civilization”
takes action to make graduates as the persons who had prepared to work
Intervention
Policy regarding seasonal unemployment
Plantations, horticulture, dairying and animal husbandry should be encouraged
Agriculture should have multiple cropping
Encourage more industrial work such as cottage industries
Seasonal unemployment is found in agriculture sector and agro based industries.
Change in industrial technique
Production technique should suit the needs and means of the country
labour intensive technology should be encouraged in place of capital intensive technology
fulfill the criteria as industrial 4.0
More assistance to self employed people
From Budget 2020, government will give the wage incentive to the graduates who secure work
unemployed graduate can be assumed as our government is wasting our own human resources no matter are labour forces or professional talented person.

The Human Right to Work is the human right of all women, men, youth and children to dignified, creative and productive labor, free from discrimination and exploitation, enabling all persons to live in peace, security, justice and dignity.
The purpose of job never changed. we works for our family, for our freedom, for our future and also our lives
As man, we knows respect is mutual. Same between the employee (job-seeker) and the employer
respects and values diversity
Economically through trade (WIth Occupation)
socially and culturally through the media and telecommunications, and through travel and migration
Expanding in the aspect which can change the world in right way such as Industrial 4.0 and agricultural
promote in developing the economic field and also giving welfare to all workers in the world.
Build our own understanding of world events
Country or even our world will evolute faster from biology, education, economic, science and technology aspects if the contribution of all labour forces and professional can be used wisely.
Unemployment can be considered as a waste of labour force for our country. And it definitely will slow down our country's development rate
Man is always the first productivity compare to artificial intelligence or even machine. What we can conclude is that mankind (labour force) can facilitate in the evolution of our world level.
