the British parliament was forced to send convicts to Australia due to over crowding in america, the fleet arrived in Botany Bay New South Wales and more colonies established afterwards. at the time they're were 6 colonies and when crossing you could be stopped by immigration, you would have to pay additional taxes and you had to change trains in each state. each colony had different leader, laws and armies. but some people were pushing for a change, like Henry Parke, with a speech made to convince the leaders of he colonies to get together to discuss federation. after much negotiation the draft of the first Constitution was made, although it didn't take off. after sometime it was given another shot, but this time people got to vote for their representatives who'd help make a new constitution. in 1899 all the colonies except Western Australia said yes
