Operator general duty of care
The general duty of care to look the identification and control processes of risks
If the processes are inappropriate then the operator can not claim due to compliance
If rules are not directly applicable then the operator still have duty to manage the risks
Operator need to provide leverage for Regulator
Operator tell the procedure and standards to Regulator
If the procedure or standard is not appropriate then the regulator can reject it

Operator should review the risk control, before present the management plan in front of Regulator
If there is still a risk then the operator can manage risk before showing the plan to regulator
It again provide the chance to the operator to eliminate or decrease the risk.
