However, it is difficult to argue ethics when using a rule utilitarianism process. Surveillance breaks the rules, plain and simple. The constitution is the overarching set of rules and rights for this country and the act of surveillance breaches those rights that are protected. There has been some legislature introduced to make certain acts "legal", but those pieces of law still go against the constitution. Of course, everything is up for debate and those in the surveillance community will argue what they are doing is for the greater good, but the fact remains that the rules are being broken, thus the practice of surveillance is unethical and protecting privacy is what we should strive for
