Objectives
• Incorporate into society in a critical and participatory manner, improving the values of our tradition, culture and promoting its development; valuing the knowledge of our history; recognizing the interdependence of peoples and the need to contribute to the construction of a culture of peace based on tolerance and respect for human rights and cultural diversity.
• Develop the intellectual skills that allow them to decode, incorporate, process, and transmit information in a critical way and by different means apply creative thinking and imagination in solving problems.
• Strengthen the learning and use of different forms of oral and written expression with a high degree of efficiency, as well as strengthen and expand the development of logical, mathematical thinking.
• Develop the knowledge, attitudes, skills and abilities that prepare them to develop in the world of work, in a specific field.
• Recognize the importance of cooperative work as a basic form of human solidarity and productivity development, and participate in actions of that nature in different areas of daily life.
• Assess the mastery of humanistic, scientific and technological knowledge and practical experience as the basic elements that allow them to join higher education, civil society or the productive sector adapting.
• Value the importance of education throughout life, as a means of accessing knowledge and thus being able to participate both in the generation of knowledge and in the benefits of scientific and technological development
• Develop intellectual instruments, skills and attitudes that allow them to face a world of rapid change.

Rights and Duties Regime
• Article 87. Everyone has the right to education and the responsibility to educate. The State organizes and directs the public service of national education and guarantees parents the right to participate in the educational process of their children. Education is based on science, uses its methods, encourages its growth and dissemination and applies its results to ensure the development of the human person and the family, as well as the affirmation and strengthening of the Panamanian Nation as a cultural and political community .
• Article 88. Education must attend to the harmonious and integral development of the student within the social coexistence, in the physical, intellectual, moral, aesthetic and civic aspect and should seek their training for useful work in their own interest and for collective benefit. .
• Article 89. It is recognized that it is the purpose of Panamanian education to foster in the student a national conscience based on knowledge of the history and problems of the country.
It is up to the Middle Education to provide through the teaching and learning processes, the knowledge, attitudes, skills and competencies necessary for young people to develop successfully in the field of continuing their studies or in the daily life of the world labor. Secondary education is based on Law 34 of 1995, which indicates the fundamental elements that must be part of the second level of secondary education or education.
