In many cases, these results come from sub-conscience unintentional societal stereotypes. In others they come directly from racist police officers.
Drug Planting Some corrupt officers use the method of drug planting to incriminate otherwise innocent people. This is a prime example of how some of the police departments in the US are racist institutions. This also leads to the prison industrial complex which mass incarcerates people of color to exploit their labor for profit.
