He doesn’t want people to know what is going on in respect to the murders so every now and then father Francis gets threatening calls telling him to mind his own business.
The Mayor ordered Cecilia's clothes to be burned because allegedly a virus found on her clothes and people were complaining about the smell.
Police
“¿Por que hay tanto humo? Asked the priest. ¿Queman los cuerpos?
“No , they’re not burning the bodies,” the policeman said. It’s the clothes. They had it piled up on the patio, and it got infested with rats.” pg.45“
Police are tampering crime scenes and evidence resulting in a lack of evidence which is why the FBI isn't able to intervene. They also aren't really investigating the murders.

Nurse
The nurse got $50 to fake a Forth Bliss birth certificate. She was one of Father Francis connections.
Ximena
Apart from being Ivon's cousin, she is also a social worker. She works with troubled teens/women. When they become pregnant and their jobs at maquiladoras are at risk or in a tough situation, she puts together illegal adoptions with the help of others.
Father Francis
Father Francis is a priest that is paid $200-300+ to attend a meeting where young girls and their families discusses illegal adoptions. People were so religious they believed if a priest were present and approved, they wouldn't be committing a sin.

Ivon's first encounter with JW. He was very obnoxious and invaded her personal space, as if it never mattered. He would not leave Ivon alone until she mentioned her sexuality.
Father Francis is snarky from the beginning of the meeting. Speaks to Ivon in a condescending manner. Mocks her sexuality.

Lack of urgency for justice. Families and friends of the missing girls spend more time looking for answers than the police.
The murderers mutilate the bodies of the women and leave them to rot, regardless of location and who may come across them.
The stories of the murders had minimal coverage for dozens of bodies. Once major coverage begins it is predicted to be used more for ratings than actual awareness
Factories treat them as liabilities. The women work long hours, late into the night. Have to hide illnesses and pregnancies to keep jobs/up to quota.

In a report made in 2009, at least 1700 have been killed since 1993, on the Mexican border with the United States.
The killers
The first "killer" was arrested in 1995. "She turned her attention back to the article, reading about Egyptian Chemist who'd been arrested in 1995 for allegedly killing at least one of the women himself and masterminding the numbers of seven others through a gang of accomplices called Los Rebelds." pp4

Also, in the same year, another group appeared called " The Ruteros of Ciudad Juarez". They were also arrested in the same year.
In 2015, five men found guilty of being involved in the kidnapping and killing of women, and there has been a large reduction in the number of attacks. However, they still continue today.
