1).Administrative Reforms commission—The central govt.appointed a six members commission in 1966 under the chairmanship of Morarji Desai (and then K.hanumanthaiya) for Administrative reforms in the govt, system.
This commission also analysed the centre-state relations and submitted there report in 1969 with 22 recommendations on centre -state relations such as —A).Establishment of inter-state council under the article 263 of the constitution.B).Transferring some independent financial resources to the states for reduce the dependency of states on the centre.etc. No action can be taken by the centre govt.on the recommendation of administrative reform commission. .
