Thinking Routine: Finding Complexity

Complexity Overtime

Complexity of Perspective

Namrata:

The union government’s climbdown on a number of contentious clauses in the newly-framed farm laws has only reinforced the perception that the Narendra Modi-led Centre prefers agitations over consultations.

The BJP machinery’s response to the farmers’ protests has only been uncertain until now (not sure yet). The union government, on the other hand, has only been uncertain on how to deal with the protest.

Then, having taken aback by a sustained, organised campaign, and protest against the laws, government officials and ministers have shown their readiness for negotiations with the farmers. But, at the same time, the BJP, its supporters, and pliant media platforms have sought to defame farmers movement initially by labelling them as “Khalistanis”, and now projecting it is “Naxal-influenced??

Farmers dread that huge corporate houses will direct terms and they will wind up getting less for their harvests.

Complexity of Parts and Interaction

What are all the parts?

How do these parts interact?

Farmers demand the withdrawal of these three laws which liberate the sale of their crops.

How does it change overtime?

What happened before; what might happen next?

What causal factors are involved?

What are all the different viewpoints, perspectives, lenses, stakeholders?

In 2003 the government released the model APMC act which ensured that the farmers aren’t manipulated by large retailers and this act also ensured that the retail prices don’t exceed the levels. However, the downside was that only the government can set up markets and no private retailers would be able to invest in the marketing infrastructure. This bill was changed multiple times and wasn’t followed strictly. Coming back to the present, the government has introduced three more laws which the farmers refuse to follow as there are multiple downsides to these bills.

The critical causal factor is the farmer protest going on to take these government bills down.

The talks began with farmers demanding the repealing of the laws.
Agriculture minister Narendra Tomar told the farmers that the farm laws have been created for the entire country and not just for specific states.
He said that since farmers everywhere are supporting the laws they should end their agitation.
The government then told the farmers that they can't and won't repeal the farm laws.

The Centre asked the farmers to move the Supreme Court.
They said that if the laws are illegal then the government would repeal them.
But if the apex court said that the laws are okay, then they must stop the agitation.

The farmers told the government that it would be a time consuming process.
They continued to demand the repealing of the farm laws.
