Militarism
Building up armed forces to prepare for war
More and better weapons and creating a larger military
Alliances
An agreement between two or more countries.
They try to help each other
to create a balance of power and to give the opposite sides equal strength
Imperialism
Extend its power and influence over other countries through military forces
To have control over other countries, take their resources and most importantly get money at the end
Nationalism
A devotion to the interests and culture of one's country
to put your own interests over the cooperation among other countries and to have the will to defend your country

It says "Follow me" because the people who believed in nationalism, believed that their own country was better than everyone else and that everyone should follow that one country.
it is meant to be a figurative representation of the imperialist tendencies of these nations.

Because they had more and better weapons, the germans were sure to win the first WW and the soldiers said "we will teach you how to run"
The leaders were unable to back away from their national honor and the entangling alliances they had agree to.
