Speaking and acting out against the structure can be potentially dangerous - the risk of someone watching is always there, but the consequences are never clearly outlined
Power Dynamic
One-way-mirror effect where the observer is not afraid of how the subordinates see them, leaving no room for care around their actions
The single dictatorship creates a shift of power not only to ensure the safest situation to avoid the plague spreading, but give the surveyor power above that, to prevent anyone from getting the treatment they need. With such power and distance, this becomes dangerous as the observer no longer worries about empathy or having to come face to face with their subordinates.
Unregulated authority

No way of knowing if power is being abused as the "observees" have no form of communication without the knowledge or permission of the single dictator

The detachment of humanity in this structure with one single dictator aware of everything going on and giving out punishment
