Poetry as an art is reliant on people writing piece based on or inspired by other pieces.
Choice to share writing is voluntary, but inspiration can be intentional or unintentional which makes regulation of ideas difficult
Writing is being industrialized, not because of the need to regulate creativity, but as a way to regulate knowledge.
People write in order to be published and receive capital and this is hurting the community.
Innovation in form can only take place when poetry is shared wildly and without fear of being seen as stolen when written with another piece in mind.
Innovation in form is being slowed because of lack of access to new poetry or ability to draw inspiration without fear of "copyright"

Poetry isn't limited just to the English community, it is a form of rhetoric
Poetic conventions defy sequential order of ideas common for academic writing, themes can be explored throughout poem with equal importance
