The statue is a metaphor for power and as the statue has all been destroyed and eroded shows that power is only temporary and one who was all mighty and powerful will be forgotten showing the destruction of time.

The repetition of the word "chartered" emphasizes the authority and control because it seems as if William Blake is restricted to certain words.

create sounds of abundant misery that comes from everyone in London walking and this misery comes from the abuse of power as everyone is being control. Also, show how everyone is controlled so they all walk the same.
