The higher-ups were debating on the scope and function of the PMO office. The biggest debate is whether they want the PMO office to be involved in every step ( PMO-Harvey) or just the major ones (PMO-light)

Potential Solutions
Implementing PMO light will allow the organization to adapt better to the change and then we can move slowly to PMO heavy but not reaching there. Instead we want to stay some where in the middle and find balance between structure and resource availability.

PMO-Heavy will bring more structure to the organization and increase it's chances of survival assuming the culture inside the organization will accept it.

The solution is feasible because the changes that will be implemented are small and things will be the same for the most part
We think this solution is much better then PMO-Heavy simply because the culture can accept change much better if it's small and then we can move to a more structural solution.
