When the slaves were being mistreated by their masters and there were more slaves than whites, some slaves met up and decided to start a rebellion. This conflict was called the Stono Rebellion.

Since there were many conflicts going on in the upcountry, citizens took charge and began to take care of the law themselves. The people who placed themselves in charge were called regulators.

Because of the Stono Rebellion carried out by the slaves, the Slave codes were created in order to limit the slaves rights/freedom. This was to prevent another rebellion or secret plan.
