        Subjects within the Arts can be very costly, and schools may not have the budget to allow for these programs
        
        Government and state funding is limited for the Arts
        
        There are pressures to include new medias and ICT within schools, and funding these areas is difficult (Ewing, 2011)
      - Lack of expertise in the arts
        
        Teachers self efficacy beliefs about their ability to deliver the arts shapes the degree and impact on how they teach the arts. (Garvis & Pendergast, 2011).
        
        Necessity to foster the skills and knowledge of teachers to teach arts education (Garvis & Pendergast, 2011).
        
        Lack of confidence can lead to teachers not wanting to implement arts programs.
        
        Very few teachers are experienced and skilled in the arts (O'Toole, 2009), as it is a very diverse and complex area.
    - - Need for more creative skills within the 21st Century
        
        Students need to be able to be creative to address the demands of the 21st Century. They need the ability force needs and problems and respond imaginatively, innovatively and flexibly with them (O'Toole, 2009).
        
        Develops critical and creative thinking, can enhance the performance in other subjects (Winner, Goldstein & Vincent - Lancrin, 2013).
        
        Arts helps with creativity, interpretation. innovation and cultural understanding. These are sought after in the emerging industries of the 21st Century.
      - Helping student motivation and attendance in school
        
        Facilitates an increase in students self esteem (Ewing, 2011).

        Viewed by policy makers and educators and a means to motivate and enjoy school (Winner, Goldstein and Vincent-Lancrin, 2013).
