      - Bill will only become law (Act of Parliament) if it's approved of by both Houses of Parliament and is given Royal Assent
      - Should ideally express Government's wishes to be clear and unambiguous
      - 4. First Reading (H.O.C)
        
        Sponsor of the Bill will introduce it to Parliament
        
        Name and main aims of Bill are read out to the house
        
        This is a Formality, no discussion usually takes place
        
        5. Second Reading
        
        Main debate on the principles of the Bill
        
        Speaker controls debate & no-one may speak unless called to do so
        
        Voting takes place
        
        Majority vote required for Bill to proceed
        
        6. Committee Stage
        
        Detailed examination of Bill by Committee of 15-50 MP's
        
        One Committee for each Bill
        
        With Finance Bills, whole house sits on the Committee
        
        Members selected for their expertise in proportion to the number of seats each party has in the House of Commons
        
        7. Report Stage
        
        Committee report any amendments made back to the House
        
        Amendments = debated, changes can be accepted/rejected
        
        No Amendments = No need for this stage
        
        This is described as 'a useful safeguard against a small Committee amending a Bill against the wishes of the House & a necessary opportunity for 2nd thought'
        
        8. Third Reading
        
        Further debate on it will only take place if at least 6 MP's request it
