Concern about the student is raised either by the family or the school. Parents/guardians provide consent before evaluation is undertaken.

Tier 1
Student receives research-based instruction from teacher and is frequently monitored and tested alongside classmates to ensure that previous signs of academic struggle are based on a legitimate disability and not the learning environment itself. This process also helps identify other students within the same class who might be in need of specialized education.
Student shows significant progression
Appropriate Tiered-Response Continues
Student continues to receive specialized treatment outlined in tier description.
Progress Reviewed and Student Reevaluated
The student is reevaluated at least every three months to ensure that their specialized education remains appropriate.

Student shows poor progression
Response to Intervention (RTI) is a multi-tiered and generalized approach to assessing and responding to a student's specialized learning needs.
Tier 2
Student receives more intensified instruction that is supplementary to the regular curriculum and more closely matches their needs. This takes place in a smaller group setting and is carried out by specialized in-school personnel.

Student receives one-on-one instruction and attention targeted specifically towards their individualized needs.
