SDC Mongolia Urban Projects …
SDC Mongolia Urban Projects UGP
Key issues & analysis re the project and urbanization/urban-rural links
Access to public services
Inclusive urbanization
Supporting local government: Ulaanbaatar Municipality
, project goal
Local government (MUB) capacity
How we go about it
Programmatic approach
UGP is part of GDP
: although implemented at local level, it's part of a bigger program which aims to create favorable framework conditions at the national level to empower local governments & strengthen citizen participation (to ensure local government accountability and responsiveness)
There are
other urban projects
with targeted intervenions addressing challenges addressed by UGP and other urbanization challenges, mutually re-inforcing ( emphasis on promoting good governance, sectoral governance interventions)
Municipal waste collection and transportation management in Ulaanbaatar (2019)
: Reducing impact of air pollution on maternal and child health: coping/mitigation & adaptation (2018)
Public investment in Energy Efficiency (2017/8-2021)
Understanding and managing internal migration in Mongolia (2019-2023)
Mainstreaming SA in Mongolia (2015-2020)
2 districts of UB, 10 aimags
Strengthening Representative Bodies in Mongolia (2017-2020)
Inclusive &sustainable vegetable & marketing project (VEGI)
3 districts of UB (3000 poor households), Erdenet, Darkhan, 24 soums
Combating gender-based violence (2016)
VET
Urban projects complemented by rural projects
(supporting livelihood opportunities & service delivery in rural areas=reduce migration to city, to help address urbanization challenges)
Synergies
with other projects to create efficiencies, maximize results & impact
Promoting systemic changes
: going beyond pilots, replication, upscaling (co-funding) + evidence generation, action on the ground, policy making
Tool: policy dialogue
Promoting inclusiveness
(poverty & gender)
Selection of target areas: Focus on ger areas, 60%, higher poverty rate, urbanization challenges most acute
Tools: poverty mapping :red_flag:, policy dialogue
Emphasizing sustainability from the start
: alignment with government agenda, strengthening national ownership (co-funding), using existing systems, capacity strengthening
Tools: policy dialogue
Learnings/Good Practices/Expertise
Responsive & inclusive planning: piloting accessibility rumps and interior improvements in khoroos with a view to upscaling :red_flag: Supporting inclusion through CB: training content
In relation to inclusive urbanization: use of ICT to promote increased participation of citizens in public consultations on local infrastructure investments, informed and more inclusive participation (youth)=broader community needs are considered when making public investment decisions
Good practice: pilot demonstration that secured MUB commitment to upscale city-wide.
In relation to strengthening MUB capacity to address urbanization challenges: HLP application: non-classroom, practical CB method through peer learning; acknowledges existing knowledge and good practices of local government, has promising potential to support replication of existing good practices and influence policy-maximize the benefits of projects.
Going forward, UGP hopefully will be able to offer more learnings in establishing a systematic, relevant capacity building at municipal level: will do the roadmap and the implementation process will provide insights: testing of innovative methodologies
Where is the gap/open questions re urbaninization
Will benefit from increased awareness/knowledge about the linkage between migration & urbanization, how migration affects development processes (in relation to new internal migration project)
research, policy briefs with recommendations, practical experiences of how common urbanization problems are being addressed by projects in other countries: best practices and lessons learnt on how migration perspective is reflected in urban planning, promoting urban-rural linkages; migration and decent work; mainstreaming migration into policies (esc. ensuring vertical and horizontal policy mainstreaming), including sectoral policies.
ensuring multi-stakeholder engagement, coordination with international community in addressing governance in addressing urban challenges: case studies
urbanization & governance: all urban projects have governance related objectives=case studies, practical experiences of how these are solved in similar projects elsewhere
