By providing services that are specialized to each special learners needs special education can allow equal access for each child from the start of their early education to the age of 21.
STEP 1) Identifying a need:
When are disabilities diagnosed? The evaluation teams answers to questions:
Learner maybe diagnosed by a medical provider, by the school district. The evaluation team will determine whether or not the learner is guaranteed services under IDEA.
Does the disability impact the child’s educational progress?
Does the child need specially designed instruction in the classroom?

RTI is used to identify students who have learning disabilities or other academic delays. Periodic screening and monitoring should happen in order to consider alternative approaches to measure academic success.
Tier one - Involves all students within the school, its research based instruction, and is in a typical classroom with a lesson that is delivered by the educator.
Tier 2 secondary intervention. Students who were not able to advance out of Tier 1 are set to reinforce concepts without replacing primary instruction.
Tier 3 serious intervention. Students who continue to struggle are set with individualized learning goals and have a specialist. Smaller group instruction is focused in classrooms.
STEP 2) Formal Assessment
STEP 3) IEP, the individualized education program and meeting
IDEA, gives the school district a 30 day documentation of disability to be completed for an IEP. Guardians/Parents must give permission for this to take place.

Step 4: Placement, accommodations and specialized services
The learner is provided with the most appropriate environment for him/her that is created and determined from the IEP.
Special services include, individualized lesson plans, assistance, occupational therapy, physical therapy, speech therapy and assistive technologies.
Step 5: Annual and Triennial reviews and progress monitoring.
Learner will be given an initial IEP in which is reviewed by the IEP team and the family.
Every three years the leaner will undergo new assessments in which determines the eligibility of the special education services.
New goals will be set in formal meetings with the IEP team which monitor the learners academic growth in the classroom.
If the learner has not responded to intensive interventions, evaluating their learning delay is then focused on with academic, behavioral and cognitive assessments.
