Problems
peasant workers were illiterate, not used to routine and were drunk/late/absent
targets were unrealistic
party officials were ignorant of local conditions
produced targets to please stalin
Stalin brought forward end date by a year
no criticism was allowed
failures were blamed on 'saboteurs' given show trials
the purged experts were replaced by inexperienced people - mistakes worsened
quotas led to neglect of quality. 1/2 tractors broke down
managers cheated to meet targets
