First encounter, game start
Players meet the Initiate: a team/ someone from the team of Scientists and artists who have been cataloging the appearance of this hidden reality
The initiate fills them in on some of the back story: that they think that there are strange events taking place because the city is somehow interacting with another dimension.
They are asked to join the society, and asked to go out and and catalogue the "Anchor points" that seem to be attaching us to this other dimension.

Backstory
in a distant dimension, a city once prosperous was assailed by twin catastrophes. But at the same time another, far more familiar city was also undergoing its own twin trials.
These events occurring at teh same time in both places linked the two cities in a subtle bu disasterous way
The two cities were now in lockstep. a kind of feedback existed between them. This feedback kept both cities on a collision course for another pair of disasters
On their own either city might have bounced back quickly But they pinned each other in place. They were attached anchored to each other

There were two Guilds living there. They lived in peace, side by side each going about their businesses with not much more that a friendly rivalry between them
One tribe took great machines of steel and braving incredible dangers they headed out in to the storms to catch the great beasts that lived there. great beasts that became their national dish.
The other tribe also traveled far and wide met with stranges in strange lands and brought back exotic goods and new freindships to their home city.

One guild used magic to subdue the seas and extract their wealth. this started out as a way to feed themselves. but in time the practice grew into a trade and their harvests were sold far and wide. a great fortune could be made by those wiling to risk the use of this dangerous magic.
Many lives were lost battling the great krakens but in the end the the magical rites themselves defeated. \their masters took away their ability to weild this magic. There were other magics loose in the world now darker magics still and they must be mastered at all costs.

The other Guild used their magic to open portals to distant lands. This guilds magic made them natural traders.
This kind of portal magic was old magic, local magic. It had been practiced since there had been mages to dream of distant places. and it relied on the idea of the world as having great distances
But a new magic had come in to the world a global magic that crushed all distances and made all places one.
The old ways could not compete and they were lost, along with much of the charm of a world made of a myriad of small places

Far up in the cloud banks there are great beasts. It has been the sport of these people to hunt these beasts for as long as anyone can remember. while people use cloud cars and laser harpoons these days, they also maintain an element of manual control. As much as central AI permitted anyway.
