Formula:
- KSLOC = Lines of code / 1000
- Person-Months = Linear PF multiplied by PERT ^ Expo Penalty Factor
- Num of Devs = Person-Months / Project Duration (months)
- Total Dev Cost = Person-Months * Dev Month Cost
- 1st - PERT ^ Expo
- 2nd - Linear PF * PERT
