Special Education Identification Process
Inspired by 10 Basic Steps in Special Education (2017)
Observe a need for extra attention.
Consult with co-teacher and decide on an action plan.
Begin working with the child to provide assistance.
Conduct an interview with the student to ask them about reasons for the behavior.
Record interview results
Offer extra assistance outside of class (tutoring, test retakes, etc)
If successful
Record intervention strategy and keep for future use.
Offer extra assistance in class (push-in ESL help, peer work, group work, differentiated assignments/assessments, extra time, etc.)
If successful
Record intervention strategy and keep for future use.
As my school doesn't have an ESL or special education teacher, I would probably act as the push-in teacher if there was a need.
Begin observing the student inside and outside of the classroom and making notes of any repetition of the behavior.
If before parent-teacher conference
Alert the parents to behavior during parent-teacher conference and show them the record.
Decide on an action plan with the parents.

Conduct necessary evaluations.
Create an informed plan and keep a record of successes and failures in order to determine the best method for the student.
If parents are resistant
Continue providing assistance where we can and keep record for future teachers.
If behavior resolves
Record resolution and keep for future reference.
Consult with grade leader about possible strategies.
Consult with previous and current teachers to establish a pattern.
Record evidence of either.
Create a "Student Welfare Team (Edutopia, 2012)" of homeroom teachers, grade leader, junior high school leader, principal, and school nurse.
My school does not have a designated special education professional, however, if we did, I would defer to them concerning this process and how to help the student going forward.
Create record of student behavior.
