Special Education Referral Process
1. Recognize
Communicate with parents/guardians of child
Make simple accommodations for the student
Atypical discrepancies in academic, social/emotional, behavioral and/or physical abilities
Keep parent/guardians informed of changes or progress made
2. Response to Intervention
Form a pre-referral team: general education teacher, parents, administration
Develop alternative strategies to educate student
Tier One:
Evaluate response to high-quality curriculum
Tier Two:
See if performance can be improved through targeted group instruction
Tier Three:
Provide individualized interventions
Referral for special education services if Tier Three proves unsuccessful
3. Evaluation for Special Education
Team consists of: general education teacher, parents, administration, special educators, and any relative specialists such as school nurse, speech/language pathologist, occupational therapist, etc.
Formal evaluation that also considers past informal evaluations and observations
Determine student eligibility
4. Implementation
Revisit the plan frequently to determine effectiveness and potential modifications needed
Team consists of: general education teacher(s), special education teacher(s), parents, administration, local educational agency representative, misc. specialists, student (when appropriate)
Discuss and agree upon what needs to be included in student's individual education plan
Keep lines of communicate open between school and home and between general education teacher and special education teacher
Strictly adhere to IEP so that data, evaluations, assessments, etc. are all accurate and consistent
