The text is an advertisement which can be used on a magazine, or a printed form in general.
Large title to convey meaning without reading all the supporting text, grabs attention.
The paragraph with a solution has been placce higher to give a feeling of upliftment that comes with a solution to a problem. The problem presented has been positioned lower to give the opposite effect.
The text uses an appeal to emotion to evoke guilt in the audience for the 'needless' endangering of their loved ones.
