May be initiated from within any part of the organization, including the IT department.
Has specific objectives, deliverable, and start and end dates.
Most IS projects are divisible into explicit phases (e.g., SDLC).

Requests for major projects submitted to : IT steering committee.
Committee then identifies a project manager.
Project manager, who need not be an IT staff member, should be given complete operational control over the project and be allocated the appropriate resources, including IS professionals and other staff from user departments, for the successful completion of the project.
An IS auditor may be included in the project team as control expert. The IS auditor may also provide an independent, objective review to ensure that the level of involvement (commitment) of the responsible parties is appropriate. (advisory role)
