Surrealism
There's so much going on, but the irony that is shown is that there are buildings and houses falling, but ones that are being built. There are those who are using the rock to built more things and others worshiping it and thanking it for it's usefulness.
Addresses World War II
The rock is broken but is used to build other things, an illustration of how the troops were "used" for the greater good.
Also shows how industrialization during this time spread because of the war, people you wouldn't see working are hired; Women, African Americans, etc.

The man sits and paints, a portrayal of his loneliness when he is painting, or even just his inner emotions.
