In my perspective, farmers could form a business community according to local area. It is more convenient for government and company to manage and save the cost.
For high profit, I believe that if the Zhggovernment establishes a strict punishment, it will decrease the phenomenon that farmers and companies use excess antibiotics and hormones. And this punishment should base on both farmers and companies.
The manager of the company is supposed to realize the limitation of the production scale. It is hard to achieve this point, but I guess it is possible to solve by establishing clear responsibility blame of the manager.
