Rationale for Financial Counselling
MOH requires healthcare institutions to counsel patients on the financial impact of their medical treatment
Estimated bill size of their treatment must be communicated so that the patient will be able to make the following decision:
Choice of class, primarily private or subsidized
To proceed or not to proceed with treatment
Seek alternative options at other institutions
Standard or non standard options
Mandatory that the estimated bill size information is given as they are large bills and it's intent is to save the patient and families from financial burden
General Rules and Regulations
Upgrading:
request fro upgrading to a higher ward class, all charges (daily standard fee) incurred at the lower ward class up till the upgrading will be recomputed and charged at the higher class rate
Downgrading:
downgraded from private to subsidized ward class if they pass the downgrading procedure (means testing)
Downgrading/Upgrading
is subjected to availability of beds and takes effect when the patient physically occupies the lower/higher class bed
Follow-Up:
Class A/B1 patients will be charged at private rate whereas B2/C will be charged at a subsidized rate (Only for Singaporeans & PRs) // All other citizens & patients under Industrial Accident would be charged at the private rate

Patients/NOK to be introduced to different class of wards and their charges
B2 and C class prices below are based on maximum subsidy
Subsidies may vary due to Means Testing

Inpatient Admission
For the employed:
Based on the average monthly income received for the last available 12 month period (bonuses, but not last salary, are included for calculation. Voluntary contributions to CPF will not affect the income information
For self-employed:
based on either monthly income derived from th a last available net trade income assessed by Inland Revenue Authority Singapore within the last two assessment years
For unemployed or have no income
: Receive full subsidy (65% for Class B and 80% for Class C wards)

Take gross income of the persn needing care, his/her spouse and all immediate family members living in the same household and total number of family members living in the same household or annual value of place of residence for households with no income in to consideration
