Data Tracking System: Teacher need to note how fast students are getting their work done and with what kind of quality things are done. Teacher next need to pair solid teams based on previous performances.

Students if found out need to suffer consequences.

Students studying for other class test would be tolerable if work for my class is all finished.
Students need to be checked upon frequently and then decision made as to what actions must be taken.
