Advantages
improving their technological structure: give aid in terms of tech-> can use their resources more efficiently & be able to compete on more lvl ground with other countries in the manufacturing industry. w/o aid, will never attain similar tech, even with money, as need high lvl of expertise in field
rich countries and poor benefit alike when poverty is eradicated: more dynamic economy with more active roles played by previously economically stagnant countries will boost the world economy e.g. Botswana: lauded by UN for its effort to alleviate poverty, with foreign aid
fill up the resource gap between the poor and the rich countries: little financial ability that in global mkt, no match for others. with aid, may be able to develop an industry with those resources & break out of poverty cycle
e.g. SG Co-op Programme offers technical assistance to other countries. shares exp & expertise in HR & econ dev. has trained over 80,000 gov. officials from 170 countries

corrupt gov.s misusing funds e.g. 2012: 4M Euros in Irish Aid to Uganda was diverted to bank acc.s under office of PM. none was used to assist war-torn areas in Northern region

Development
promote LR growth of LDCs by building large projects, funding research and planning efforts
shadow of insincerity cast over it. nature of dev. aid being doubtful & being one that merely funds projects, reduces the real help
e.g. in 2016, USAID awarded an add. $5M to expand community healthcare in Kenya

Humanitarian Assistance
disaster assistance, to alleviate suffering of ppl after disasters e.g. in response to the 2011 Tohoku earthquake, USA's Office of Foreign Disaster Assistance dispatched 2 search & rescue task forces. personnel were sent to restore Sendai airport.
food aid e.g. USA's Food for Peace programme. has distributed >$34B worth of food to Third World, benefitting 3B ppl in 150 countries
to help the needy e.g. Red Cross. no obligation to public & need to consider their image other than corrupt free. these org.s can help w/o returns as no voters to pull. they also help push aid provided through to ppl who need it, better than if the local gov.s were to do it
Why?

Moral obligation (duty which one owes & ought to perform, but which he is not legally bound to fulfill) to help those in need/worse-off
Why not?
own ppl is pri responsibility, should be accountable towards them. gov.s are elected by ppl who entrust their lives into their hands. a country can help themselves & others better when can solve own problems, like economic hardship.
e.g. 2018: protestor anger over Iran's spending on foreign conflicts when domestic inflation was most significant issue
