Pre- for assessment Differentiation
GROUP 1: 5 students who answered most, including the most difficult, of the pre-assessment questions correctly
For this group, I would add a short project to explore the topic deeper:
Youtube videos
Extra reading
This group will then set up a forum to discuss the topic and new findings among themselves
Then, the group will make a note of which new information would assist other students in understanding the topic better. This could lead to a space where these students could find ways to help some of the other struggling students in peer review and group work.

GROUP 2: 12 students who have some knowledge about the topic as shown in their score, but need to develop higher order thinking skills

I would probably split this group into two groups to work on specific skills:
These groups would work on various readings and text that will illustrate the topic better. Through group work they will try find ways to develop deeper analysis.
With these groups I will show work from previous years which was excellent and show the standards they are trying to achieve
This may be a point of connection and way to merge these two groups
GROUP 3: 5 students who appear to have limited knowledge about the topic. 3 are struggling with language and are at different reading levels. 2 students who have little to no comprehension of the the topic and need to be tested further for special needs

At the high-school level I would expect there would be some diagnosis of this issue already. I would work with the ESL support and learning support teachers to find better ways to communicate.
Work delivered on a iPad or laptop so the student and translate or look up words better might help
Easier reading list, but ones that convey the topic being discussed
More use of Youtube videos and online sources
Extra time for submissions

Again, at high school level this should already be clear and diagnosed.
I would work with counsellor and learning support
Individually tailored reading lists and introductory material
Engage teachers at similar grade level and see what tactics they have found useful in engaging and assisting these students
Use more formative assessments (short, quick, easy to track data and for student to complete)
More time for tasks and readings
