Problems Elizabeth had
-
Elizabeth's sister (mary) and Henry VIII left many debts around £250,000 for Elizabeth which made England bankrupt
Some people did not like a female as a ruler because they thought that female rulers were weak and they thought that Elizabeth would be the same as the previous ruler Mary.
Elizabeth was considered illegitimate because Henry VIII and Anne Boleyn's marriage was not approved by the catholics.
Marriage
Many people expected Elizabeth to marry, however she became the first English Queen to never marry
-
Some historians think she chose not to marry in order to protect England’s security; she wanted to remain independent of any foreign influence which marrying a foreign prince would have brought.
religion
When Elizabeth came to the throne she quickly tackled the problem with religion and she made the religious settlement. This allowed Catholic religions to be done.As well as this the parliament created the ACT OF SUPREMACY and ACT OF UNIFORMITY

The 1570s and 1580s were dangerous decades for Elizabeth; she faced four big Catholic plots against her. All had the aim of getting the Catholic Mary, Queen of Scots on the throne and returning England to Catholic rule.
1569- The northern earl's rebellion. The Earls of north thumberland and Westmorland, attempted to get Queen Mary on the throne. They gathered 6,000 soldiers. However Elizabeth sent a huge army and 800 rebels were killed. Two of the earls fled to Scotland

. At the centre was Elizabeth , ‘The Virgin Queen’, who ruled England between 1558-1603.
Key factors
Succession - if Elizabeth dies, who’s next?
Elizabeth had no children so people were worried on who was going to become the next king or queen. It also gave her more of a stable position as queen
This may be a serious problem because If she chose an English nobleman other men might get jealous and if she chose a foreign prince they were more likely to be a catholic
But it can be seen as not such a big deal because Elizabeth was only 25 when she first became queen so she had a lot of time

All about the money!
Elizabeth needed money to run the country with money but England was in debt by £300,000 because Mary I spent so much on the war with France.
Calling a parliament meeting was risky as they would ask for something in return. Moreover, there were bad harvests and due to this the food prices rose fast. There was no obvious into dealing with this and they could only pray to god
The government was always able to borrow money in the short term. This is what Elizabeth did to re-stock the army in 1558-59. In 1557 the harvest was very good so Elizabeth was less under pressure Better harvests also meant that the Crown was likely to receive more money in taxes and rent
