Under the Shah the rich got richer, and the poor stayed extremely poor. The Shah spent billions on military growth while his people lived in poverty.
Government Repression
The Shah declared that there would only be one party in Iran. The Shah relied on secret police that were trained by the CIA and Mossad (Israel’s CIA) to forcefully keep his opposition quiet.

Khomeini's Influence
Ayatollah would send speeches across the border to speak out against the Shah supporting Israel, neglecting the poor, and wasting $$ on the military. Ayatollah directed the revolt from exile in France, Finally when the Shah left he came back to Iran and was accepted as the leader of the new Islamic State.
Mossadeq Coup
1953 coup of the Shah over Mossadeq left Iran at the hands of British and US interests, because the CIA and MI6 aided the Shah. This Coup had no support from the people of Iran.
