What is Hybrid Peace
Hybrid peace is a result of 4 elements: 1. coercive power of liberal peace, 2. incentivising power of the liberal peace; 3. the ability of local communities to resist, negotiate, and subvert liberal peace; 4. the ability of local communities to create and maintain alternatives to the liberal peace.
Essentially it modifies the current peace building model from top-down to both top-down and bottom-up, providing stabilization and support to central governments while also empowering local communities.

"the national government becomes an agent of the liberal peace, and in turn compels municipalities and citizens to adopt prescriptions that were ultimately recommended by international bureaucrats whose loyalty and legitimacy lie outwith the target country" (213).
